I've lived here for some years and still don't get the symbolism of waving a black flag. It seems that it's considered much more extreme than shouting insults or showing a middle finger, although it sounds like the latter two might also get you locked up? In any case it's sad that Nepalis can't protest their leaders without repercussions.
